Bei der Analyse habe ich einen Traum entwickelt bzw. eine Vision vor Augen , die mehrere nachhaltige Effekte in Leipzig erzielen würde und alle in Leipzig mittelfristig davon profitieren könnten . Und wir wären endlich auf einem Weg zum Gleichgewicht im Sinne und Geist von AL GORE . Gleichzeitig würden wir den förderalen Wettbewerbsgedanken in Deutschland bzw. in Europa wiederbeleben und die Reformunfähigkeit in Deutschland auflösen . Es würde eine kreative europäische Reformwerkstatt entstehen , die zum Einen unsere positiven Standortvorteile stärker vermarktet und zum Anderen unsere noch bestehenden Nachteile beseitigt , im Sinne und Geist von REINHARD MOHN und seiner Bertelsmann Stiftung. -€-Meine Vision ist , dass wir in Leipzig eine zukunftsweisende , nachhaltig gestaltete große EUROPÄISCHE PRIVATE BUSINESS UNIVERSITÄT am Leuschnerplatz aufbauen . Sie wäre eine verbindende und kreative Drehscheibe zwischen allen europäischen Länder und besonders zwischen Ost- und Westeuropa . Wenn es uns gelingt mit einer "LEIPZIGER ZUKUNFT`s STIFTUNG " alle profitierenden privaten Institutionen , wie z.B. den BVMW Leipzig , die Immobilienwirtschaft und den Handel usw. ...daran zu beteiligen , wäre es vielleicht möglich gemeinsam mit großen Partnern bzw. Investoren , wie die Bertelsmann Stiftung , BMW Group , Porsche AG und Daimler-Chrysler AG , die Zukunftsvision in die Realität umzusetzen . Fassaden) , und auf der anderen Seite moderner nachhaltig ökologischer Kreativität und Unabhängigkeit , die eine Ausschöpfung aller regenerativen Energieformen beinhaltet . Dabei könnte man regionale Kompetenzen im Mittelstand und in der Forschung nutzen , ausbauen und konzentrieren wie z.B. das Plagwitzer Technologiezentrum , der Deutschen Physikalischen Gesellschaft , der Forschungs-u. Planungs-GmbH im Umweltinstitut Leipzig , das Institut für Energetik und der Umwelt GmbH , das Urban-Zentrum , der Universum-Akademie für Immobilienwirtschaft , der Sächsischen Akademie der Wissenschaften , der Bundeskulturstiftung in Halle , der AKAD-Privatfachhochschule Lpz. , des Business Center in Lpz. , und der Gründerwelt-Ost . Die PRIVATE EUROPÄISCHE BUSINESS UNIVERSITÄT sollte aus 3 Säulen bestehen , einmal die Lehre in Schlüsselqualifikationen wie Flexibilität , Eigeninitiative , Kreativität und Weltoffenheit , in den Bereichen der europäischen Managementausbildung , der Forschung in zukunftsfähigen u. nachhaltigen Technologiefeldern , in allen Marketingfeldern und Produktdesignfeldern . Die zweite Säule sollte aus privatfinanzierten Forschungsabteilungen und-instituten aufgebaut sein und Kompetenzen konzentrieren . Gemeinsam mit der regionalen mittelständ. Industrie und mit einem Netzwerk von Business-Angels , die die innovativen und technologieorientierten Gründer als Investor u. Mentor unterstützen . Die dritte Säule müßte aus einem exklusiven Business-Hotel mit einem multifunktionalen internat. Kongresscenter aufgebaut sein , welches ein Business-Center und ein Kompetenzzentrum der Stadt Leipzig für Existenzgründer im Team , und der Sachsenbank beinhaltet . Ich bin fest davon überzeugt , dass diese Vision , die die größte nachhaltige Investition in die Zukunft Leipzigs bedeuten würde , einen grundlegenden positiven wirtschaftlichen Dominoeffekt und Marketingerfolg auslösen werde . Tonight, at the 8 th Annual Green Cross Millennium Awards, Global Green USA—the U.S.
affiliate of Green Cross International—put on a star-studded event marking the tenth
anniversary of Global Green USA (GGUSA) and Green Cross International (GCI) with a special
tribute honoring President Gorbachev for his role in history and continued commitment to a
peaceful and sustainable world in the 21 st century. The event also saluted the
environmental leaders to receive this year's Millennium Award for their leadership and
achievements in the environmental arena. Celebrity presenters – Julie Delpy, Stuart
Townsend, Leondardo DiCaprio, Pierce Brosnan, and Charlize Theron – read passages about
Gorbachev’s life and his commitment to nature, and then presented the awards to the
recipients. Theron introduced Gorbachev and presented the award to him for his lifetime of
leadership.
At a press conference prior to the dinner, Los Angeles Mayor James K. Hahn presented
Gorbachev with a city proclamation. "Mikhail Gorbachev is a visionary leader who has
spent the past decade working to promote global green initiatives," said Hahn. "It is an
honor to join him in celebrating those who work to improve our quality of life through
innovative solutions to environmental challenges." Los Angeles City Council President
Alex Padilla presented Gorbachev with a resolution, saying "thank you to [Gorbachev]
and Global Green USA for continuing to forward his vision of global peace and
environmental sustainability by developing programs that turn vision into action.
Through GGUSA and GCI, President Gorbachev continues to tackle some of the most
difficult challenges of the 21st Century and to cement his role in history."
Awardees, presenters and guests at the event signed a letter to Congress asking them to
pledge allegiance to America's independence from economically and environmentally damaging reliance on foreign and domestic oil and fossil fuels. (The full text of which is
printed at the end of this release.) "As we celebrate our tenth anniversary and recognize
extraordinary environmental leadership, we also recognize the need to call on our leaders in
Washington to embrace energy efficiency and renewable energy to combat climate change,"

The winner of the Entertainment Industry Environmental Leadership Award is Gale Anne

groups under the "Shifting Baselines" campaign to protect marine life and the oceans, Gale
Anne Hurd has become a hero of many environmental causes. Gale is a board member of
The Ocean Conservancy, an advisory board member of Reef Check and Board of Governor's
Member for Heal the Bay. She also proudly drives a hybrid Prius.

The recipient of this year's International Environmental Leadership Award is Zac Goldsmith,

Pledge of Allegiance to American Energy Independence
I hereby declare my pledge of allegiance to America's independence from our nation's
economically and environmentally damaging reliance on foreign and domestic oil, and fossil
fuels.
In order to promote the long-term health of the economy and the efficient use of my
taxpayer dollars, I call upon my elected officials to pass legislation that improves fuel
efficiency standards and increases investment in renewable energy. Our nation and world
needs a future powered by clean energy -- including solar, wind and hydrogen from
renewable sources -- not coal and nuclear power.
I urge our legislative leaders to demand that U.S. automakers increase research,
development and marketing for electric, hybrid and fuel cell vehicles. I further call upon
our elected officials, including state and municipal government agencies, to purchase
alternative fuel vehicles, renewable energy, and green building technologies.
I hereby accept a personal commitment to improve my own automobile's fuel efficiency
through simple maintenance. I also will seek out new car purchases with high fuel
efficiency standards or utilize alternative fuel technology, as well as reduce energy use in
my home and, where possible, purchase solar and other renewable technologies.
This I pledge for the well being of the environment, and the security of our nation's, and

Environmental ills require immediate action, Gore says
Global temperatures increased at rapid pace over last 50 years
The industrialized world is on a collision course with nature, according to former Vice President Al Gore, who passionately urged Stanford students to take action to save the environment during a talk last week at Kresge Auditorium.
Former Vice President Al Gore spoke about environmental issues to a crowd of mostly Graduate School of Business students, telling them that "it’s a privilege to be alive at a time of such fantastic challenge and opportunity."
Speaking before an audience of mostly Graduate School of Business students, Gore presented a series of slides and statistics that showed global temperatures skyrocketing over the last 50 years.
"How do we get the message across so that people go, 'Whoa, wait a minute, we've got to do something about this'?" Gore said. "The proper reaction ought to be mass marches, with people saying this is nuts for us to allow all of this global pollution to continue in a way that threatens the sustainability of civilization as we know it."
For the most part, Gore avoided criticizing the current Bush administration's environmental policies, although he said he would have liked the United States to have ratified the Kyoto Protocol, an international agreement that would require countries to limit greenhouse-gas emissions.
But he did not hold back from criticizing the automotive industry and referenced a newspaper story from earlier in the week that said Ford Motor Co. plans to buy hybrid engine technology from Japanese auto giant Toyota, the manufacturer of the enormously popular and fuel-efficient Prius sedan.
"Instead of hiring more engineers to solve the problem, they hired more lawyers to fight against the requirement that they do the right thing," Gore said. "And so now they're having to buy the technology from Japan in order to try to catch up. And that story is going to happen over and over and over again."
Gore said automobile and energy companies have failed to recognize the moneymaking potential of creating new technologies and eco-friendly industries, which would also create new jobs. "We can actually create wealth by doing what we need to save the global climate," he said. Fortunately, he said, many businesses "are beginning to line up on the solutions side" through increased environmental awareness and leaders with good values.
When asked why the public doesn't hear more about the increasing threat of global warming, Gore spoke passionately about the need to change the public discourse so that more people are educated about the damage that is occurring in the environment.
"Our democracy itself is facing a crisis," Gore said. "Public discourse is not operating as it should." Gore said 75 percent of Americans believe Saddam Hussein was primarily responsible for the terrorist attacks of 9/11, proof that Americans are often ill informed about current events.
"The fact that 75 percent of the American people think that [Saddam] was primarily responsible for it is an indictment of the current condition of public discourse in the United States," Gore said. "And in order to get proper attention for serious issues, whether it's the environment or health care or the fact that we're not creating any jobs in the United States, poverty, etc., etc., we really have to change the nature of public discourse."
A big part of the problem, Gore said, is that the number of media companies continues to shrink with mega-mergers, leaving only a handful of companies controlling the flow of information.
Gore showed a series of slides that showed dangerous indications of global warming. Nine of the top 10 hottest years recorded since the Civil War have occurred in the last 12 years, he said.
Other evidence of warming trends cited by Gore: the 2003 heat wave in Europe that killed 15,000 people; a shrinking snow pack on Mount Kilimanjaro that is expected to melt completely in 15 years; rising carbon dioxide levels that are expected to double in 50 years, partly due to massive deforestation occurring in the developing world; an increase in the number and intensity of hurricanes and other weather-related disasters; mounting weather-related claims filed by the insurance industry; Greenland ice that has been melting at 40 percent over the last 40 years; and the shrinking ice shelf in the arctic that could completely disappear during the summer in another 50 years.
"Glaciers really do not care about politics," Gore said. "They don't respond to ideology. They just get colder or warmer."
Although he never accused the Bush administration of playing politics with the environment, Gore showed a slide from a Republican pollster that encouraged Republicans to emphasize the uncertainty of global warming data and find scientists who would support their positions.
Gore's message of pending environmental disaster was paired with an equally passionate challenge to the next generation's business leaders to do what they can to change the status quo.
"It's a privilege to be alive at a time of such fantastic challenge and opportunity," Gore said. "We are at a turning point, and so deciding to be part of the solution instead of part of the problem is critical."

Elite ... Die SPD möchte deutsche Spitzenuniversitäten schaffen. Was muss sich an unseren Hochschulen ändern? Ein Besuch amerikanischer Eliteschmieden gibt die Antwort: Der Ölmagnat John D. Rockefeller fragte den Präsidenten der Harvard University, was es brauche, um eine Eliteuniversität zu gründen. Die Antwort fiel knapp aus: 200 Jahre Zeit und 50 Millionen Dollar. Das war Ende des 19. Jahrhunderts. Heute, so wäre hinzuzufügen, müsste man die Dollarsumme wohl vervielfachen. Die deutschen Sozialdemokraten wollen das Ziel schneller erreichen – und vermutlich billiger. In diesem Jahr will die SPD Bildung, Forschung und Innovation in Deutschland voranbringen. Eines der Hauptprojekte soll, so Generalsekretär Olaf Scholz, die „Schaffung mindestens einer deutschen Spitzenuniversität amerikanischer Prägung“ sein. Das Plädoyer an sich ist schon bemerkenswert, aus dem Munde eines Sozialdemokraten geradezu sensationell. Fordert Scholz doch, was die Kultusminister – allen voran die sozialdemokratischen – und Hunderte Paragrafen bis heute zu verhindern wissen. Zwar feiert man hierzulande gerne Helden aus Sport, Kultur oder Wirtschaft. Hier wird die Bestenauslese gepflegt. In der Ausbildung der Geisteselite dagegen hat Spitzenförderung wenige Anhänger. An den Universitäten regiert die Gleichmacherei mit Beamtengesetzen, Bundesangestelltentarif und Kapazitätsverordnungen. Kein Professor soll viel mehr verdienen als sein Kollege. Schlechte wie gute Studienbewerber werden auf die Universitäten gleichmäßig verteilt. Und keine Hochschule darf weniger Studenten aufnehmen und diese besser betreuen. Nach höchstrichterlicher Rechtsprechung ist dies als „unzulässige Niveaupflege“ verboten. Das Gleichmaß hat Vorteile. Ein Studienabschluss in Flensburg ist offiziell genauso viel wert wie einer in Konstanz. Und jeder deutsche Universitätsprofessor darf sich als Spitzenforscher fühlen. International jedoch ebnete die verordnete Egalität den Universitäten den Weg in die Mittelmäßigkeit. Insofern ist die Analyse der selbst ernannten Bildungsvordenker der SPD richtig: Keine einzige deutsche Hochschule kann im Wettbewerb mit dem Dutzend amerikanischer Spitzenuniversitäten von Berkeley bis Yale bestehen. Deshalb zieht es dorthin auch die Forscherelite der Welt. So sind zum Beispiel in den Naturwissenschaften fast die Hälfte aller US-Doktoranden nicht in den USA geboren. Auch für einen deutschen Nachwuchsforscher ist der Aufenthalt im Gelobten Land mittlerweile obligat. Und knapp jeder Dritte der deutschen Jungakademiker forscht und lehrt auf Dauer in den Vereinigten Staaten. Oft sind es die Besten, die bleiben. Drei von vier Nobelpreisträgern deutscher Herkunft der vergangenen Jahre forschen jenseits des Atlantiks. Vom volkseigenen Betrieb zum High-Tech-Unternehmen Angesichts dieser Niveauunterschiede gleicht die Idee, ein deutsches Harvard zu errichten, dem Vorschlag, aus einem volkseigenen Betrieb in wenigen Jahren ein multinationales High-Tech-Unternehmen zu machen. Doch lohnt es sich, die vollmundige Absichtserklärung der SPD nicht gleich als unrealistisch ad acta zu legen. Zumindest kann sie zum Anlass dienen, einmal darüber nachzudenken, wie groß der Abstand zwischen Harvard und Heidelberg, Berkeley und Berlin heute tatsächlich ist und was getan werden müsste, um deutsche Universitäten näher an die Spitze zu führen. Dabei diente gerade Deutschland den USA einst als Vorbild. Die Verbindung von Forschung und Lehre, die weitgehende Unabhängigkeit von Staat und Religion: All dies lernten amerikanische Professoren noch Anfang des 20. Jahrhunderts häufig in Berlin oder Göttingen. Die erste Forschungsuniversität in den USA, die Johns Hopkins University, wurde das „Heidelberg in Baltimore“ genannt. Inzwischen haben die amerikanischen Eliteschmieden ihr deutsches Vorbild weit hinter sich gelassen. Wie weit, das zeigt zum Beispiel ein Besuch an der Columbia University in New York. Sie ist eine jener Weltklasseinstitutionen, die aus der Vielfalt der rund 4000 amerikanischen Einrichtungen, die sich Universität nennen dürfen, hervorstechen – und mit denen deutsche Hochschulen in Zukunft mithalten sollen. Zuerst einmal entschuldigt sich Vizepräsident Scott Norum für die scharfen Eingangskontrollen und die Polizisten, die mit Gewehren im Anschlag auf den Dächern liegen: An diesem Tag halten an der Columbia gleich vier Staatspräsidenten einen Vortrag, unter ihnen Afghanistans Präsident Hamid Karsai und Russlands Staatschef Wladimir Putin. Dann kommt Norum zur Sache. „Universitäten wie Columbia kosten Geld, viel Geld. Deshalb arbeiten wir wie eine Firma“, erklärt er seinen Gästen aus Deutschland, einer Gruppe von Universitätspräsidenten und Hochschulplanern. Der für die Finanzen zuständige Vizepräsident spricht von „Produktentwicklungen“ und „Marktakzeptanz“, von „Börsenentwicklungen“ und „Kundenservice“. Und damit der deutsche Besuch besser versteht, was er meint, verteilt er ein grünes Buch: Operating Plan & Capital Budget 2003–2004. Es dokumentiert auf 100Seiten die geballte Finanzmacht der Columbia University: Einnahmen durch Studiengebühren 490 Millionen Dollar; staatliche Drittmittel 450 Millionen Dollar, Patentrechte 134 Millionen Dollar. Posten um Posten zählt Norum auf. Ohne Gebühren geht es nicht. Aber gerade die verbietet die SPD Unter dem Strich stehen der Columbia University mehr als 2 Milliarden Dollar in diesem Haushaltsjahr zur Verfügung – eine Summe, die Dieter Lenzen, Präsident der Freien Universität Berlin, anfangs kaum glauben mag. Seine Hochschule muss mit 270 Millionen Euro auskommen, obwohl sie mehr als doppelt so viele Studenten hat. Allein aus dem angelegten Kapital, das die Columbia über Jahrzehnte aufgebaut hat, flossen Zinsen von über 110 Millionen Dollar im vergangenen Jahr. Dabei gehörte das vergangene Jahr, sagt Scott Norum, nicht zu den besten, aufgrund der „schwierigen Börsenentwicklung“. Der permanente Wettbewerb um die brillantesten Forscher und die aufgewecktesten Studenten zwingt nicht nur Privatuniversitäten zum Klotzen. Auch staatliche Spitzenunis geben enorme Summen aus für Professorengehälter, Laborausstattung und Studentenbetreuung. An der öffentlichen Berkeley University beschäftigt allein der Vizekanzler für studentische Angelegenheiten 700 Angestellte. Berater helfen den Studenten, den Stundenplan zusammenzustellen oder ein Praktikum zu finden, Finanzexperten stehen bei Geldproblemen bereit, Psychologen bei seelischen Krisen. Wer möchte, braucht den Campus kaum zu verlassen: Man kann dort einkaufen und zum Arzt gehen, und fast jeden Tag stehen Konzerte und Theateraufführungen auf dem Programm. Gleichzeitig sind die Studenten in den USA vom ersten Semester an „in für Deutschland unvorstellbarer Weise“ an der Forschung beteiligt, sagt Hans Weiler, langjähriger Professor an der Stanford University. Amerikanische Studenten wissen, wofür sie ihre Studiengebühren zahlen. An der Columbia sind es zurzeit im Schnitt 28600 Dollar pro Jahr. Doch gleichzeitig führt jede Spitzenuni Buch darüber, wie viel ihre Absolventen in den ersten Jahren nach dem Examen verdienen – und wann sie das investierte Geld wieder hereinbekommen. Denn aus zufriedenen Studenten werden später häufig noble Spender. Zum Studienende treten ganze Jahrgänge geschlossen in die Absolventenvereinigung ein. Dann heißt es: Einmal Columbia, immer Columbia. Mehr als 70 Millionen Dollar spendeten Ehemalige im Studienjahr 2002 – begünstigt durch die großzügigen amerikanischen Steuergesetze. Zwei Hundertschaften Fund-Raiser kümmern sich hier um die potenziellen Geber und sammeln Informationen über deren Vermögen. „Es ist fast furchterregend, wie viel wir über die Leute rauskriegen“, sagt Richard K. Naum, ehemals als Vizepräsident zuständig fürs Fund-Raising in Columbia. Von solcher Anhänglichkeit der Absolventen und Professionalität beim Geldbeschaffen können deutsche Hochschulen bislang nur träumen. Beides aufzubauen dauert Jahre, eher Jahrzehnte. Ohne diese Millionen aus Spenden und Studienbeiträgen lässt sich nirgendwo auf der Welt eine Eliteuniversität aufbauen. .................................................. .................................................. .................................................. .........
In Deutschland jedoch sind noch Gebühren verboten, ausgerechnet ein von SPD-Bundesbildungsministerin Edelgard Bulmahn initiiertes Gesetz sorgt dafür. Das Gleiche gilt für die Auswahl der Studenten. Deutsche Hochschulen dürfen nur einen Teil ihrer Bewerber selbst aussuchen, ein echter Wettbewerb um die besten Abiturienten fehlt. .................................................. .................................................. ...............................................
An der Columbia University dagegen werden die künftigen Akademiker in einem vielstufigen System aus Schulnoten, Gutachten von Lehrern, Interviews und Essays ausgesiebt. Nur jeder zehnte Bewerber schafft es. Trotzdem schwärmen Studienberater jedes Jahr aus, um die besten Schulabgänger des Landes für Columbia zu begeistern. Mit ähnlicher Sorgfalt rekrutieren amerikanische Elitehochschulen ihre Doktoranden, Nachwuchswissenschaftler und Professoren, und zwar weltweit. Hiesige Universitäten glauben häufig, dies nicht einmal im eigenen Land nötig zu haben. Man bemüht sich noch um einen neu zu berufenden C4-Ordinarius. Ansonsten wartet man schlicht ab, was an Bewerbungen so kommt. „Wer sich in Deutschland um eine Stelle bewirbt, ist immer noch Bittsteller“, sagt Stefan Schlatt, ein Biologe aus Münster, der vor einem halben Jahr eine Stelle an der University of Pittsburgh angenommen hat. Der Vorschlag „Eliteuni“ wurde schon einmal durchgerechnet International umworbenen Forschern haben deutsche Hochschulen zudem wenig zu bieten. Im Schnitt verdienen Professoren an amerikanischen Spitzenuniversitäten das Doppelte oder Dreifache. Zwar gelten neuerdings auch für Forscher hierzulande keine Gehaltsobergrenzen mehr. Doch die deutsche Freiheit bleibt theoretisch, weil kaum eine Hochschule sich Spitzenverdiener leisten kann. Ebenso ist hiesigen Universitäten verwehrt, zwischen Lehr- und Forschungsprofessuren zu unterscheiden. Ob guter Lehrer oder begabter Wissenschaftler: Jeder muss das gleiche Pensum an Vorlesungen und Seminaren abhalten. US-Universitäten dagegen können ihre Professoren fast vollständig von der Lehre freistellen. „Was uns groß gemacht hat, ist unsere Selbstständigkeit.“ So bringt Steven Muller, deutschstämmiger Expräsident der Johns Hopkins University, den wichtigsten Unterschied zwischen deutschen und amerikanischen Hochschulen auf den Punkt. Private US-Universitäten sind nur ihren Studenten, Professoren und – mit Einschränkung – ihren Geldgebern verantwortlich. Kein Minister regiert von außen hinein, kein Hochschulgesetz regelt die akademischen Belange. Die letzte Verantwortung hat der Aufsichtsrat. Das Board of Trustees beschränkt sich in der Regel darauf, das Budget zu überwachen und alle vier bis fünf Jahre den Präsidenten zu bestimmen – der ist oberster Manager und Stratege zugleich. Diese Machtverteilung ermöglicht es US-Hochschulen, sehr schnell zu reagieren und Entscheidungen zu treffen. So warb Columbias Präsident Lee C. Bollinger gleich zu Beginn seiner Amtszeit vor zwei Jahren den Starökonomen Jeffrey Sachs samt seiner Mannschaft von Harvard ab. Sachs konnte in kürzester Zeit ein völlig neues Institut aufbauen, finanziert aus Mitteln, über die allein der Präsident entscheidet. Eine solche Entscheidungsgewalt ist in Deutschland undenkbar. Hier liegt die Macht beim Staat oder den Professoren. Die Universität dient, so Hans Weiler zugespitzt, „im Wesentlichen als Annahmestelle von Reisekostenabrechnungen“. Reich, unabhängig, teuer, hoch selektiv, beflügelt von einem großen Gemeinschaftsgeist und dem Willen zum permanenten Wettbewerb: So also müsste die deutsche Eliteuniversität aussehen. Meinte die SPD ihren Vorschlag ernst, hieße das, sämtliche Hochschulgesetze hierzulande außer Kraft zu setzen und über Jahre Milliarden in einzelne Universitäten zu pumpen. Die Neugründung einer Hochschule würde noch teurer. Beide Optionen wurden Ende der neunziger Jahre bereits einmal durchgerechnet von einem Kreis um den damaligen Präsidenten der Universität Witten-Herdecke Konrad Schily. Die Idee einer Neugründung in Berlin – einer „Einsteinuniversität“ mit Sitz im wieder aufzubauenden Stadtschloss – wurde sofort verworfen. Die Umwandlung der Humboldt-Uni in eine Stiftung mit Beteiligung des Bundes dagegen ließe sich langfristig finanzieren, so die Rechnung. Doch weder die Humboldt-Universität noch Bund oder Stadt fanden am Ende an dem Vorschlag großen Gefallen. In größte Erklärungsnöte käme die SPD-Regierung, würde sie eine von ihr unterstützte Eliteuniversität in jene Freiheit entlassen, die sie den anderen Hochschulen per Gesetz verwehrt – ganz abgesehen davon, dass für die Errichtung einer nationalen Universität wahrscheinlich das Grundgesetz geändert werden müsste. Bislang liegt die Zuständigkeit für die Verwaltung der Hochschulen allein bei den Ländern. Besser von Chicago als von Harvard träumen Realistischer erscheint daher die punktuelle Förderung einzelner Hochschulen. So könnte der Bund mit zusätzlichem Geld Hochschulen gezielt voranbringen, an denen schon heute in kleinen Enklaven Forschung auf Weltniveau betrieben wird. Das hieße: Mit dem Mut zur Ungleichheit einzelne Universitäten aufgrund ihrer Leistungen zu privilegieren. Dieser Grundgedanke ist durchaus richtig. Denn solche Leuchttürme würden nach außen strahlen und den Wettbewerb in Deutschland anheizen. Zugleich könnten sie den Universitäten jenen verlorenen Respekt zurückgeben, den diese einst genossen. Vielleicht erzählen auch hierzulande dann Schulleiter voller Stolz, dass fünf Abiturienten des vergangenen Jahrganges die Aufnahmeprüfung in Berlin oder München geschafft haben. Dieser realistischere Weg führt zwar nicht nach Harvard, Columbia oder Stanford. Vielleicht aber zur Chicago University. Dort nämlich bewies John D. Rockefeller, dass der eingangs zitierte Harvard-Präsident mit seiner Einschätzung zum Teil falsch lag. Rockefeller spendierte 50 Millionen Dollar. Damit schaffte es die Chicago University immerhin auf einen Platz unter den 30 Besten des Landes. Und dafür brauchte sie nur 20 Jahre.
